The department of affair with youth of the Institute is considered to be a sub-structure of the department of upbringing and affairs with youth, and its purpose is to provide favorable conditions and modern opportunities for self-development, self-realization, upbringing and complete youngesters` and students` enlightenment in the spirit of national self-cognition and patriotism, social situation, economic and legal provision improvement and healthy lifestyle formation for them. 
Paying particular attention and engaging the energy of the young generation in the construction and creative works, strengthening their active participation provision in politico-public life, attracting this energetic class of the society, stabilizing the pillars of new statehood, defensing the borders and Motherland, adapting to the rapid world evolution, keeping its safety, having a state and a nation render the help to avoid the contradictions and threats of modern times, which requires a double responsibility from the youth union of the Institute in order to implement the relevant decisions.
